The governing party of El Salvador, ARENA, after prolonged public demand and near the end of its mandate, approved the Law of Integral Protection of Children and Adolescents.
The text sanctioned by President Antonio Saca became law after 20 years of signing the International Convention of Children’s Rights.
In a few weeks, on June 1, president elect Mauricio Funes assumes power in the name of the Farabundo Marti National Liberation Front.
Despite the signature of Saca, putting into practice the legal measure still requires a regulation as well as budget support and announcal its enforcement, noted the local daily, El Diario de Hoy.
A commission formed by representatives of strategic institutions of the president will work during 2009 on the finer points, Saca informed.
The law establishes universal education for children and adolescents, prompt medical attention in cases of emergency by any hospital, either from the national network, Social Security or private sector.
For its application a specialized jurisdiction will be set up for children and adolescents that includes the installation of courts and chambers in charge of enforcing the legal measure.
Recent reports in the Salvadorian press informed that the current legislature of the country will conclude without discussing nearly a dozen important laws.
One of the pending regulations presented by the FMLN in 2008 refers to access to medicines, and proposes regulating prices through generic production to high commercial prices of brand name medicines.
